We bring you a list of newly issued extraordinary and crisis measures:
Crisis Measure no. 1021 - full text available here:
from 14th October 2020 (00:00 a.m.) to 3th November 2020 (11:59 p.m.)
PROHIBITS:
- employees performing work for the same employer;
- persons pursuing a business or other similar activity jointly;
- persons who jointly perform activities to which they are obliged by law, and it is necessary to carry out the activity in a higher number of persons;
RESTRICTS:
- resting places - cannot be gathered;
- WI-FI shutdown;
- at least 1 person supervising compliance;
- informing customers of measures and obligations to comply with 2 m spacing;
- avoid crowding – toilets, escalators, underground garages, elevators etc.

some exceptions:
- staff members and persons in a similar position, including constitutional officials, for the duration of their work in one place, where such a person works at a distance of at least 2 metres from another person;
- Persons working in the III or IV group for risk factor - heat load
At the same time, crisis measure No. 1022 was issued (available here) for the blanket closure of schools and educational establishments.
With the closure of the schools there is a right to sickbay, which in our opinion belongs in this situation under Act No. 133/2020 Coll., per child up to the age of 13 years. In that part, the law extending the entitlement to sickbay in the spring was not limited in time and is to be activated in the event of emergency and crisis measures by the government in 2020, which will result in the closure of schools.
However, MPSV and ČSSZ have so far presented entitlement to sickbay at the closure of schools only for children under 10 years of age. The question is therefore whether this is merely an inconsistency and omission or whether this interpretation is based on sources which are not yet publicly available.
