Dear clients,
in response to yesterday's government meeting, we are sending you an overview of the new obligations set by the government's crisis measures. Note in particular the new home-office obligations and the extension of Antivirus Mode B.
Crisis Measure No. 1102 (full text available here) - with effect from 28 October 2020 (00:00) to 3 November 2020 (23:59) the government:
PROHIBITES the free movement of persons in the territory of the Czech Republic from 21:00 to 4:59, with the exceptions:
- journeys to work; business / other similar activity; exercise of the profession and back to the place of residence;
- the performance of activities to ensure - security, internal order, crisis management, health protection, the provision of health or social care, public transport and other infrastructure, services for the population, including supply and distribution services;
- urgent journeys, the realization of which is absolutely necessary even at night in order to protect life, health, property or other legally protected interests;
- walking dogs up to 500 meters from the place of residence.
PROHIBITS the free movement of persons on the territory of the Czech Republic from 5:00 am to 8:59 pm, with the exceptions:
- journeys to work; business / other similar activity; exercise of the profession;
- necessary journeys to family or close relatives;
- travel strictly necessary to meet basic necessities (e.g. purchase of food, medicine and medical devices, hygiene goods, cosmetics and other drugstore goods, feed and other necessities for animals), including the needs of relatives and relatives, childcare, provision animal care, use of necessary financial and postal services, refueling, waste disposal;
- travel essential for volunteering / neighborhood assistance;
- journeys to medical and social services facilities, including the necessary escorts of relatives and close persons and to veterinary care facilities;
- travel to deal with urgent official matters, including the provision of necessary escorts for relatives and close persons;
- the pursuit of a profession or activity designed to ensure - safety, internal order and crisis management, health protection, the provision of health or social care, including volunteering, individual spiritual care and services, public transport and other infrastructure, services for the population, including supply and distribution services, veterinary care;
- journeys for the purpose of staying in nature or parks and staying there;
- journeys to and stays in one's own recreational facilities;
- journeys for the purpose of leaving the Czech Republic;
- participation in weddings and funerals, not exceeding 10 persons, and visits to the cemetery;
- journeys back to your place of residence.
ORDERS
- employers to use telework if employees can perform it at the place of residence, given the nature of the work and the operating conditions;
- restrict movement in publicly accessible places to the time strictly necessary and reside in their place of residence (except in exceptional cases);
- limit contact with other persons to the minimum necessary;
- to stay in publicly accessible places for a maximum of 2 people, with the exception of - household members; employees performing work for the same employer; persons jointly performing business / other similar activity; persons who carry out activities to which they are obliged by law; children, pupils and students in the provision of education in schools / school facilities;
- keep a distance of at least 2 meters when in contact with other persons, if possible.
RESTRICTS
- the right to gather peacefully - only for 100 participants, in groups of 20 participants and keeping the spacing between groups at least 2 meters (each participant is required to have respiratory protective equipment - nose, mouth, which prevents the spread of droplets).
RECOMMENDS
- employers:
- keep a distance of at least two meters when contact with other people in public areas (e.g. when shopping);
- for hygienic reasons, to use non-cash payments as a matter of priority.
Crisis Measure No. 1103 (full text available here) - with effect from 28 October 2020 (00:00) to 3 November 2020 (23:59) Government:
PROHIBITS:
- retail sales and the provision of services in establishments, with the exception of:
(for the full text of all exceptions, the full text of the measure here);
- presence of the public in catering establishments (exception - establishments not serving the public – e.g. employee catering);
- presence of the public in the establishments of accommodation establishments (exception - they provide meals for accommodated persons - from 6:00 am to 8:00 pm);
on-site sales of catering services located within shopping centers with a sales area exceeding 5,000 m;
- retail sale and provision of services in establishments - all day Sunday and Monday to Saturday between 20:00 and 04:59, with the exception of:
- concerts, musical, theatrical, film and other artistic performances (including circuses and variety shows) are also prohibited; joint singing of more than 5 people indoors; pilgrimages and similar traditional events; congresses and other educational events; trade fairs; operation of casinos; operation of indoor sports grounds; operation and use of artificial swimming pools; wellness incl. sauna; solariums; salt caves; visits and tours of zoos; visits and tours of museums, galleries, exhibition spaces, castles, chateaux and similar historical or cultural objects, observatories and planetariums; facilities for persons aged 6 to 18 (hobby, educational, recreational or educational activities).
- the provision of accommodation services is prohibited, with the exception of - business trips (other exceptions in the full text of the measures here);
- drinking alcoholic beverages in public places;
- sales in marketplaces, markets and mobile establishments; walk-through and door-to-door sales; exception - farmers' markets, mobile shops in municipalities where it is not possible to buy goods in the establishment;
RESTRICTS:
- the operation of catering services which are not prohibited in such a way that:
- establishments of music, dance, gaming and similar social clubs and discos in such a way as to prohibit the presence of the public;
- the activity of shopping centers with a sales area exceeding 5,000 m so that:
- the operation of providers of spa medical rehabilitation care in such a way that only spa medical rehabilitation care can be provided, which is at least partially covered by public health insurance;
- florist operation - presence of only 2 customers.
- extension of regime B until the end of the year;
- in the others, regime B remains unchanged, i.e.:
- contribution of 60% of the paid wage compensation incl. levies (max. 29,000 CZK).
